Tom graduated with a Civil engineering degree from University of Massachusetts in 1982 and a Masters in Structural engineering from New Jersey Institute of Technology in 1983. He then relocated to Orlando and founded his construction firm, Harbco. Harbco grew into various affiliates from design and construction into development. It continues to be one of the top 25 construction firms in Central Florida.
