Votran’s mission is to identify and safely meet the mobility needs of Volusia County. This mission will be accomplished through a courteous, dependable and an environmentally-sound team commitment to quality service. The Volusia County Council created Volusia County’s public transportation system, called Votran, in 1975. Votran is a service of Volusia County Government. Votran provides transportation to all urban areas of the county with a fleet of 55 revenue-producing fixed route buses and 44 paratransit vehicles. Additional service is provided through contracts.Votran has approximately 180 drivers and the remaining 93 employees work in our maintenance department, dispatch office, customer service office, reservations office, and in the administrative support functions.  A new Mobility Management Center (administration and operations office) in South Daytona was completed in 1998. McDonald Transit, a professional transportation management firm based in Ft. Worth, Texas, contracts with Volusia County to provide the system’s management. The Volusia County Council created Volusia County’s public transportation system, called Votran, in 1975. Votran is a service of Volusia County Government. Votran provides transportation to all urban areas of the county with a fleet of 56 revenue-producing fixed route buses, 44 paratransit vehicles, and a commuter van pool program.  Votran is created by the Volusia County Council. Fixed Route is provided throughout the Greater Daytona Beach Area.    Votran assumes operation of the countywide paratransit service formerly provided by the Council on Aging. This service is renamed Votran Gold. 2009 – Votran was called upon to help flood victims of Daytona Beach in May. to help offset substantially higher operating costs.  2017 - Votran increases service on the Route 20 and Route 60.  The increased service provides half hour service to both routes. 1997 – Urban CTC of the Year from the Florida Commission for the Transportation Disadvantaged 1998 – The American Red Cross honored Votran for its "generous donation of a blood donor shuttle bus to support the collection of vital lifesaving blood products for area hospital patients."  2002 – Dispatcher / Scheduler of the Year, Edie Biro from the Commission for the Transportation Disadvantaged, State of Florida 2002 – Paratransit Bus Operator of the Year, Betty “BJ” Crooms from the Commission for the Transportation Disadvantaged, State of Florida DISADVANTAGED BUSINESS ENTERPRISE Volusia County Transit, d.b.a. Votran, is a service of Volusia County Government. The Disadvantaged Business Enterprise (DBE) program is a comprehensive program developed by the (DOT), which establishes guidelines for the participation of firms owned and operated by socially and economically disadvantaged persons in DOT – assisted contracting. As a recipient of Federal financial assistance from the Department of Transportation and as a condition of receiving this assistance, Votran has signed an assurance that it will comply with To ensure that only firms that fully meet 49 CFR Part 26 eligibility standards are permitted to participate as DBEs; To help remove barriers to the participation of DBEs in DOT assisted contracts; To assist the development of firms that can compete successfully in the market place outside the DBE Program.  Votran has disseminated this policy statement to all of the components of our organization. We have distributed this statement to DBE and non-DBE business communities that perform work for us on DOT assisted contracts.  , to ensure nondiscrimination in the award of USDOT-assisted contracts and create a level playing field on which certified DBEs can compete for those contracts.  While the DBE program includes fostering small business participation, only DBEs certified by the Florida Unified Certification Program are eligible to participate as DBEs. Votran is a local agency that certifies DBEs. Disadvantaged Business Enterprise Goal Setting for Fiscal Years 2017-2019 Disadvantaged Business Enterprise Program A DBE is a for profit small business concern that is at least 51 percent owned by one or more individuals who are both socially and economically disadvantaged (owned or controlled by one or more minority persons). A minority is generally defined as an individual who is generally defined as an individual who is African-American, Hispanic American, Asian-American, Native American, a woman or a disabled person. The Federal DBE program also includes Alaskan Natives, Pacific Islanders and persons who are not minorities but who are socially and economically disadvantaged in its definition. The socially and economically disadvantaged owners must demonstrate longstanding, chronic and substantial disadvantage since the business is not owned by persons in the cited minority group.
