VO & TRAN INC., also known as Votran, is a public transportation service established by the Volusia County Council in 1975. Serving as an integral part of Volusia County Government, Votran's mission is to safely and efficiently meet the mobility needs of the county's residents through reliable and environmentally responsible service. The organization caters to all urban areas within the county using a fleet consisting of 56 revenue-producing fixed route buses and 44 paratransit vehicles that offer essential transportation services, including support for disabled individuals under the Votran Gold program. Votran employs around 273 individuals, with approximately 180 drivers and an additional 93 staff members working across various departments such as maintenance, dispatch operations, customer and reservation services, along with administrative roles. A significant milestone in its infrastructure was the establishment of a new Mobility Management Center located in South Daytona in 1998. This includes minority groups such as African-American, Hispanic American, Asian-American, Native American, women, disabled persons, Alaskan Natives, Pacific Islanders, and others identified as disadvantaged.
