Tilghman Associates is Henry Tilghman and Hilary Foote. Henry is a lawyer by training but prefers consulting. A graduate of Georgetown University and the Northwestern School of Law at Lewis & Clark College, Henry left litigation in 2001 to assist PacifiCorp with Federal regulatory compliance and policy issues. He has served as an Assistant General Counsel at the Bonneville Power Administration advising the transmission function and also led the Government Relations team at Vestas Americas. In 2009, Henry left Vestas and started Tilghman Associates. Henry works with developers of new projects and operators of existing projects to minimize risks while maximizing opportunities. With over 14 years’ experience working within and influencing the evolution of the regional energy markets, Henry knows the issues, institutions and individuals – not only in the Northwest, but also California, WECC and the eastern RTOs. Henry also provides advice to clients considering investments in renewable energy technologies and generation projects. Finally, Henry also assists regional and national trade associations with renewable energy policy particularly on issues related to transmission expansion planning and transmission tariffs. Hilary joined Tilghman Associates in spring 2015. Hilary has a thorough understanding of the development and operations of utility scale renewable energy in the Western US. With over 12 years’ experience in the renewable energy industry in project development, origination & power sales, regulatory analysis and asset management. Hilary is as comfortable chatting with project landowners as she is discussing project setpoint exceedances with SCADA engineers. Her wide variety of accomplishments – successfully executing the development of a 100MW wind power plant on budget and on schedule, negotiating a complicated contract unwind/transfer of 795MWs of transmission service reservations with the Bonneville Power Administration, presenting an array of performance solutions for a merchant wind project – highlight her technical and relational skill set. Henry and Hilary have developed a collaborative relationship working on a variety of renewable energy issues over the past 7 years. Their distinct and complementary skill sets overlap in ways that allow the team to cover issues from various angles and provide clients with a uniquely insightful service. When not working on energy issues, she lives on the Oregon coast where she runs a cattle ranch and raises children, pigs, chickens and turkeys.
