This multi-faceted background informs Shuford’s Library, a consulting firm that offers high-level analysis and guidance on the economic issues impacting a diverse range of business and public policy questions.   My work as Chief Economist for NCCI Holdings in Boca Raton, Florida changed the way that the workers compensation industry thinks about their business.  They now recognize that injury rates typically fall and fall faster in recessions; that an aging workforce will not drive up claim costs; that injuries to severely obese workers are linked to high-cost permanent disabilities; that the business cycle is the key driver of the underwriting cycle. My assignment as Global Director of Financial and Actuarial Consulting for Anistics, was to mold a set of independent offices in the US, the UK, Canada, and Australia into a cohesive team.  Undoubtedly our most interesting and challenging engagement was providing strategic planning and operations structure for the new owners of the Ukrainian operations of Ingosstrakh, the former Soviet insurance monopoly.  Domestically, I led the effort to develop the Environmental Protection Insurance Company (EPIC), a risk retention group that provided the insurance required under the Resource Conservation and Recovery Act (RCRA), federal legislation that governs the disposal of hazardous waste. At the time only one traditional insurance company provided this coverage.  EPIC’s creation stimulated the expansion of the private market as several insurance companies developed programs following EPIC’s policy terms and underwriting procedures.
