We are pleased to announce that the 149 Kent Avenue Site was presented the 2017 Big Apple Brownfield Award for Innovation by the Roux Associates remediated a property within the boundaries of the Los Angeles City Oil Field, formerly occupied by six active oil wells, various residences, and construction storage companies. Investigations included soil, soil vapor, and soil stockpile sampling to determine remaining contamination. Remediation included removal of soils from ten excavations in areas impacted by lead and petroleum hydrocarbons. The remedial work was under the strict oversight of California State agencies, and the property was re-developed into a high school. Roux Associates provided environmental consulting services at over a dozen Brownfield redevelopment projects within the 20-block Special West Chelsea District of Manhattan which includes residential and commercial development mixed with art galleries and the High Line City Park. Services included; clean-up of former manufactured gas plant and underground storage tank residues. Development Company; Indianapolis, IN Development Company; New York The Pacific Park Project, originally known as Atlantic Yards is a large multi-use (entertainment, residential, commercial) redevelopment project in New York City. Roux Associates was instrumental during the property acquisition and development to ensure compliance with strict Environmental Impact Statement requirements for soil management, storm water pollution control, community air monitoring, and health and safety. Services are Provided for Compliance with Requirements of: Pharmaceutical Company; New York As part of decommissioning, demolishing and remediating portions of this 150 year old manufacturing facility, Roux Associates provided environmental compliance support for air permitting (Title V), RCRA closure, RD/RA for soil and UST removal. Our firm provided full-scale air quality services to multiple state hospital facilities, including: negotiations with regulatory agencies; preparation and submittal of Title V renewal applications; significant modification applications for boiler equipment; annual air emission statements; six month deviation reports; annual compliance certifications; and various performance test protocols and results reports. Emission Control System Troubleshooting Personal Care Products Company; New Jersey Roux investigated out of compliance air emissions from a natural gas-fired cogeneration engine (cogen) and a related selective catalytic reduction (SCR) emissions control system at a personal care products manufacturing facility. Our work involved reevaluation of all aspects of the cogen plant and associated emissions controls, including engine repair and maintenance, duct cleaning, reconfiguration of catalysts, adjustment of SCR chemical feed rates, and catalyst testing and refurbishment to achieve successful stack testing results. Manufacturing – Specialty Metal Alloy Production; Northern New Jersey We completed an extensive air permit audit and emissions inventory for a complex metal alloy manufacturer. The audit included inspection of manufacturing and ancillary equipment, permit review, development of an up-to-date air emission source inventory, and evaluation of compliance with provisions of air permits and applicable air quality regulations. Numerous revisions to existing air permits and applications for several new permits were identified and addressed. Roux Associates was retained as a technical expert regarding environmental damages resulting from historical and ongoing operations at over 70 properties within a Superfund site along the Lower Willamette River in Portland, Oregon. For this project, Roux has evaluated millions of dollars in technical defense costs in support of the claim analysis. Roux Associates was retained as an expert witness regarding the timing of PCB deposition in the Hudson and Housatonic Rivers. Much of the timing analysis for the two rivers was based on Cesium-137 data collected by USEPA, historic aerial photos, sediment cores and recent dredging data. The case settled after submission of Roux’s expert reports.
