Rosanna graduated from the University of Florida with a bachelor’s degree with high honors in Telecommunication in 1994 and a juris doctor degree in 1997. Additionally, she has completed masters-level coursework in lobbying and campaign management. She has extensive experience in Florida administrative law and compliance issues, higher education management, state budgets, procurement, litigation, and strategic planning. Rosanna has a diverse and unique background through her service as Executive Director of the Florida Elections Commission; board counsel to professional regulatory boards including the Board of Medicine Credentials Committee and Board of Nursing; criminal prosecutor; university administrator; and television news producer. Throughout her twenty-year career, she has advocated on behalf of clients and organizations and made hundreds of presentations.
As the Executive Director of the Florida Elections Commission, she determined the legal sufficiency of all complaints filed against political candidates, political committees, and electioneering communication organizations regarding state campaign finance and election law violations. She served as the chief administrative officer for the agency and administered an annual operating budget of more than $1.3 million, as well as lobbied on behalf of the agency.
For many years Rosanna worked in academia. She held several high-level management and administrative positions with the Florida State University College of Law. She was the Associate Dean of the Placement & Professional Development Center and Director of the Business Law Certificate Program, where she launched the careers of hundreds of law students. She was responsible for creating and implementing an ambitious program to expand externships, judicial clerkships, and job opportunities for students in a changing and challenging legal marketplace. She also taught Florida Campaign Law. As Assistant Dean for Administration she served as the principal financial and operations officer for the law school with a budget of more than $39 million. In this role, she supervised all law school staff in the areas of finance, facilities management, information technology, faculty support services, student journals, auxiliaries, and human resources.
Prior to working in academia, Rosanna served as an Assistant Attorney General and was the counsel to the Florida Board of Medicine Credentials Committee, Board of Nursing, Board of Dentistry, Board of Landscape Architects, and Electrical Contractors Licensing Board. She advised numerous health care professional regulatory boards, including medical doctors and worked with professionals from various medical schools, dental schools, nursing schools and hospitals from across the country on credentialing matters and litigation. As board counsel she provided advice and guidance with regards to statutory authority, public records laws, and rule promulgation. While at the Florida Attorney General's Office she served as the HIPAA advisor to the agency regarding the confidentiality of medical information.
Rosanna has served on the board of directors for the Refuge House -a non-profit shelter for victims of domestic and sexual abuse- and as member of the National Program Review Committee for the Coca-Cola Scholars Foundation where she helped select passionate, well-rounded, service-oriented leaders to receive college scholarships.

Nathan also has experience in education policy and administration. He helped to start Florida’s School-Justice Partnership initiative to keep children in school and out of court and the juvenile justice system. He was invited to present on this issue with nationally renowned expert, Judge Steven Teske at the Juvenile Detention Alternatives Initiative conference. Nathan also helped the District of Columbia Public Schools comply with federal consent decrees related to serving students with special needs by developing policies and writing a procedural manual to ensure compliance with the Individuals with Disabilities Education Improvement Act.
