Alan Chiogioji has 15 years experience in finance and management. Mr. Nash has more than 45 years of expertise including 33 years as a commissioned civil engineer for the U.S. Navy. His experience includes management, program management, facility design, construction, logistics, and facility maintenance. Appointed by the U.S. Government to the Senior Executive Service from 2003 to 2004, Mr. Nash served as Director of the Iraq Program Management Office which managed the $18.4 billion provided by Congress to support reconstruction in Iraq. His innovative program management approach to managing large projects under difficult environments enabled him to effectively manage all construction, non-construction and logistics activities in Iraq as part of a joint effort between the Army and the U.S. State Department. Mr. Thal brings over thirty years of experience in the information technology and engineering fields, including executive and senior management responsibilities in the Federal and private sectors. He has extensive experience in system design, development and integration; strategic business planning; change management; information systems planning; business process improvement, data management and standards; program management; and standards based architectures, development and applied engineering; architectural, scientific and analytical solutions to a wide range of technical and managerial problems. Mr. Thal has provided guidance, oversight and direction in the planning and execution of key tasks and projects for the Department of Defense, Department of Veterans Affairs, Department of Agriculture, Department of Transportation and the General Services Administration. As President & CEO of MELE Associates, Dr. Chiogioji (RADM USN ret) has built an organization from 3 people in 1993 to a staff of more than 180 technical, engineering, and administrative professionals. Mr. Okinaga is also a Justice Awardee from the American Judicature Society Law Firm Partner specializing in financial services, corporate, real estate, and trust law MELE was awarded the DICCE 2 contract to support the Department of Energy (DOE), National Nuclear Security Administration (NNSA) for the Design, Integration, Construction, Communications and Engineering (DICCE) competition. The purpose of this Contract is to strengthen the capability of foreign governments to deter, detect, and interdict illicit trafficking in nuclear and other radioactive materials across international borders and through the global maritime shipping system. As a key component of this mission, Nuclear Smuggling Detection and Deterrence (NSDD) works collaboratively with foreign partners to equip official points of entry and other checkpoints with radiation detection equipment and related systems.
