My name is Jim MacNeill. �I received my Customs broker license in 1995. I started assigning HTS codes in 1993, when I managed the account of the third largest computer importer in the United States (at the time). �Since then, I have specialized in HTS classification, primarliy in the field of automotive and machinery service parts.�Most recently, I served as Senior Classification Analyst for American Honda Motor Company, Inc., where I managed all import classification processes and operations, implemented system upgrades to increase the efficiency of those processes and operations, and classified thousands of service parts. �During that time, I also organized several Customs Automotive Round Table (CART) classification conferences, which�provided an open forum for members of the automotive trade to discuss ruling determinations and HTS classification of automotive service parts directly with National Import Specialists from CBP's National Commodity Specialist Division (NCSD) in New York. These conferences illustrated the existing confusion in the automotive trade over the classification of service parts, with a particular focus on classification binding ruling results that the trade viewed as "inconsistent" or "erroneous". �In many cases, importers were simply not sure which rulings they could rely upon, and as a result, were becoming more hesitant to file ruling requests for service parts. �And that's when it hit me: the automotive industry needed a single entity to review published ruling results on an ongoing basis, break them down with solid and easy-to-understand classification analysis, and compare them to existing ruling results for similar merchandise, and determine whether the result was acceptable or not. �Simple. �
