Mark is responsible for representing a broad spectrum of clients before the Massachusetts Legislature, state agencies and local municipalities. His duties include overseeing client interaction on a daily basis and the preparation of testimony, legislation and budget amendments on a wide range issues including business, health, public safety, environment and transportation matters. Mark also serves as General Counsel / Legislative & Regulatory Counsel to a variety of the firm’s association clients; handling day-to-day matters that impact client needs. Prior to his work with Lynch Associates, Mark worked in the Massachusetts State House as Counsel to the House Committee on Steering, Policy and Scheduling and as Committee Counsel to the Joint Committee on Transportation. As Counsel to House Steering & Policy, Mark had the opportunity to work with numerous legislators, issues and legislative procedural matters, as every matter for consideration by the House of Representatives was required to proceed through the Committee. Mark also worked on a number of issues affecting Central Massachusetts, including, but not limited to, coordinating a successful legislative campaign to secure $900,000 for the construction of a statewide Vietnam Veterans Memorial, efforts to implement a direct access road to Worcester Regional Airport and ushering a number of local land use measures through the Legislature. As Committee Counsel to the Joint Committee on Transportation, Mark worked on issues ranging from the creation of the metropolitan highway system and funding for the Central Artery/Big Dig project to labor and funding matters for the Massachusetts Bay Transportation Authority (MBTA) and Woods Hole, Martha’s Vineyard & Nantucket Steamship Authority. Having worked on a number of policy initiatives and political campaigns, he also has an array of legal and policy experience upon which to draw. Kimberly works on a wide range of legislative and policy matters at Lynch Associates. Kimberly prepares testimony, fact sheets and white papers, legislative and regulatory proposals, and reports to clients on health care, public safety, public health, marijuana policy, environmental, disability, taxation and budgetary matters. She identifies and monitors policy initiatives, legislation, and regulations that could have an impact on client interests and works with clients to implement government affairs strategies designed to advance their priority initiatives. Kimberly has represented and continues to represent client interests through the implementation of health care cost containment legislation and a variety of other state health care policy and public health and safety initiatives. To that end, she has worked extensively on ground-up coalition building to advance strategic initiatives and streamline policy messaging through the creative leveraging of grassroots organizations. She has also worked cooperatively on labor coalitions to represent client perspectives on various reforms impacting public employees advanced by the Commonwealth. Kimberly also works directly with associations in the strategic planning and execution of legislative advocacy events at the Massachusetts State House that are designed to educate policy and lawmakers and foster relationship development. In addition, Kimberly is skilled in business and association organizational matters, including establishing a compliant entity and drafting of governing documents, such as by-laws. Kimberly received her Juris Doctor from Suffolk University Law School, graduating cum laude in 2007, and is licensed to practice law in both California and Massachusetts. In California, Kimberly practiced law at Selman Breitman, specializing in insurance coverage matters and reinsurance program auditing and rehabilitation. She graduated summa cum laude from the University of New Hampshire with a degree in Psychology, Business Administration and Justice Studies. Matt works on a wide range of projects at Lynch Associates ranging from government and community relations to strategic communication and coalition building. Prior to joining Lynch Associates, Matt most recently worked at the Massachusetts Department of Veterans’ Services (DVS) as the Director of Communications and Intergovernmental Relations where he was the senior advisor to the Secretary of Veteran Services in all matters related to communications, policy, and external relations for a statewide agency serving more than 385,000 veterans, service members and their families. Additionally, Matt was the primary liaison and negotiator with the Massachusetts Legislature on all policy related matters affecting veterans including annual budget advocacy. In this role, he provided counsel to the Governor’s office, executive agencies and legislators on a broad spectrum of issues affecting veterans and their dependents in the Commonwealth. Major initiatives included the passage of Valor Act I and Valor Act II; the launch of new web portal Lynch Associates, a Boston Lobbying Firm, is a full service government relations, public affairs and association management firm with experience in a wide variety of areas.
