Company History
The INS Companies is a regulatory consulting group comprised of the following entities: INS Regulatory Insurance Services, Inc. (InsRis), INS Consultants, Inc. (INS), INS Services, Inc. (INS Services), and INSRIS-PR, LLC. The INS Companies maintain a large, highly qualified and mobile national network of over one hundred fifty (150) regulatory professionals who have been assisting insurance regulators throughout the United States and its territories since1987. InsRis provides financial and market conduct examiner resources (CFEs, AFEs, CPAs, CIEs, AIEs, AMCMs, MCMs) as well as subject matter experts for examinations. INS Consultants, Inc. provides credentialed actuarial specialists in support of financial examinations and rate and form filing reviews, for both the life/health and property/casualty disciplines, and provides rehabilitation/liquidation support professionals. INS Services, Inc., our information technology company, provides CISA and AES credentialed IT specialists, as well as IT forensic/cyber security and ACL specialists. INSRIS-PR, LLC, is our Puerto Rico domestic through which all of our examination support services are provided to the Commonwealth of Puerto Rico. All of The INS Companies are currently managed by Alan E. Shaw, ASA, MAAA.
The sole purpose of The INS Companies is to assist regulators in fulfilling their mandated responsibilities in the most efficient and cost-effective manner possible. Since The INS Companies’ clients consist exclusively of regulatory agencies, there are no potential conflicts of interest with the insurance industry regarding any assignment undertaken or services provided. In addition to the full range of services we provide, The INS Companies have invested significant time and resources in the understanding, training and application of the NAIC’s risk focused surveillance examination initiative, including cyber security considerations. The result has been the creation of customized workplans, proprietary tools and comprehensive training programs designed to assist our clients in carrying out their regulatory responsibilities. Our group of companies is the largest provider of regulator only support services and the first of its kind. The INS Companies are well known, well established and well respected within the insurance regulatory community. As a result, The INS Companies have been asked by numerous states to conduct large multi-state financial and market conduct examinations. We are uniquely capable of hosting all examination and other client projects on our pioneering IT infrastructure utilizing cloud technology, which allows our professionals and our clients to perform work concurrently within all versions of TeamMate. The INS Companies also specialize in conducting IT assessments in support of examinations, including cyber security risk evaluations. The INS Companies specialize in the actuarial examinations of all types of insurers. We assist regulators in the review of any type of rate filing or policy form. Finally, our rehabilitation/liquidation specialists provide the necessary support to regulators in carrying out the rehabilitation and/or liquidation of troubled companies.

Currently, large amounts of data are reported to and collected by states: the financial annual statements, interrogatories, consumer complaint indices, examination histories, market conduct annual statements, etc. Our market analysis professionals are qualified to assist in locating existing data and providing examples of innovative ways to utilize that data. INS is able to aid states with completing the NAIC’s Baseline Analysis, Level 1 and Level 2 Analyses and conducting any of the options within the Continuum of Regulatory Responses. Our team of experts is also experienced with assisting states in the Market Conduct Annual Statement process; from assisting with providing a company waivers and extensions, to conducting the analysis on the MCAS filings, as well as recommending companies for further review.
When used correctly, data and information can assist a state in identifying predictors of potential problems, assist in effective resource allocation, and provide a greater understanding of the marketplace. The INS Companies market analysis professionals have experience with all of the NAIC’s market regulation electronic applications including: Complaint Database System (CDS), Examination Tracking System (ETS), Market Analysis Review System (MARS), Market Analysis Profile (MAP), Market Analysis Prioritization Tool (MAPT), Market Conduct Annual Statement (MCAS), Market Initiative Tracking System (MITS), Regulatory Information Retrieval System (RIRS) and the Special Activities Database (SAD).
