Innovative Costing Solutions, LLC (ICS) was formed in 2001 as a Women’s Owned Minority Firm to utilize the combined experience of the staff in providing assistance to various units of government and non-profit organizations. ICS is registered on SAM and Pro-net as a Women’s Owned Minority Firm. It is also classified as a small business. The related DUNS number is 11-1428566. Over the years of working for the Federal government, a number of state agencies and specific grantee organizations, the staff have become very familiar with the processes and personnel involved in grants management. This includes an intimate knowledge of the OMB Circulars and individual Federal agency Grants Administration Manuals. In accomplishing this, significant insight related to all financial management and other issues relating to the grants management process was gained. ICS also has a close working relationship with the Office of Management and Budget, the Departments of Health and Human Services, Labor, Education, Agriculture, Justice and Housing and Urban Development. Over the past 20 years since retirement from the Federal Government, he has generated numerous IDCRP/Cost Allocation Plans, Public Assistance Cost Allocation Plans, time studies (including Random Moment Time Studies); developed numerous retroactive claims where an agency had not claimed all of the allowable costs associated with various programs; and provided numerous training courses on the requirements of OMB Circular A-87 and Circular A-102 (Common Rule). He has also been called upon to provide expert testimony for both the Federal Government and various state or local units of government at various appellate levels where specific costing methodologies and/or costs have been called into question. Ted was one of the three original principals that formed Innovative Costing Solutions LLC, which was formed to utilize the combined experience of the Principals to provide assistance to state and local governments related to the requirements associated with Federal and States grants and contracts. This includes the specialized areas of the Federal cost principles and administrative requirements, including the generation and/or evaluation of cost allocation plans, indirect cost rates, special cost studies and other cost analysis and the development of user fee rates. Currently, Ted serves as the President of ICS responsible for ensuring that all projects are completed on time and on an acceptable basis. This includes providing on-site expertise, support and direction for the involved staff, reviewing all final products to ensure conformance with the applicable federal requirements and providing all negotiation support with the various cognizant federal agencies. Jenny is a Senior Partner and founding member of Innovative Costing Solutions LLC. She has over 20 years professional of experience in generating and implementing cost allocation plans, indirect cost proposals, and random moment time studies. She is extremely knowledgeable in the financial aspects of federal grants and contracts management. In addition, to his audit responsibilities, he had assumed the duties of the Office of Accountability Systems which also answers directly to the State Board of Health and was responsible for duties similar to that of the Federal Offices of the Inspector General. He is also the President and owner of an accounting firm that specializes in providing financial management site reviews and training seminars with state and non-profit grantees. He is currently a Senior Associate with Innovative Costing Solutions, LLC and specializes in providing assistance to colleges and universities, hospitals, state and local governments and other nonprofit organizations in the area of Federal cost principles and other grant and contract administrative requirements, cost studies and in the negotiation of indirect cost rates and the resolution of audit findings contained in was formed in 2001 as a Women’s Owned Minority Firm to utilize the combined experience of the staff in providing assistance to various units of government and non-profit organizations.
