Charles Hilton, Jr was educated in the public schools of Florida,  receiving his B.A. Degree in Finance and Business Administration from  the University of Florida in 1952, and his Law Degree Cum Laude from  that same institution in 1954.  He is a member of the Honor Society of  Phi Kappa Phi and Beta Gamma Sigma as well as other business and legal  fraternities.  Hilton served in the United States Air Force for two years as a Judge  Advocate and has practiced law in Panama City, Bay County, Florida since  1956  In 1958, Hilton organized Gulf Asphalt Corporation (now GAC Contractors,  Inc.) a  recipient of the 2006 Bay County Business Expansion  Award.  He is the principal stockholder, Chairman, and C.E.O. of that  company, which has been successful over the past 47 years.  The firm is  qualified with all federal, state, and local governmental agencies and  has been involved in all types of construction, including roads,  bridges, buildings, and structures of all types.    Currently serving as President of GAC Contractors, Allan has been involved in all facets of the company. On May 17th, 1974 two days after he received his Masters Degree (MBA ) from Florida State University, Allan began working for Mr. Hilton at GAC Contractors. His office then was about 18 feet from where his current office is. That was 42 years ago. Allan served in the Florida House of Representatives from 1998 to 2006. He walked away from politics after serving as Speaker of the House from 2004 to 2006. Allan is currently the Chairman of the Board of the James Madison Institute; Chairman of the Board of Gulf Coast Hospital; Past Chairman of the Board of the Florida Chamber of Commerce; Past Chairman of the Board of the Florida Taxation and Budget Reform Commission; Past Chairman of the Board of the Florida Council on Military Base and Mission Support; Past Vice Chairman of Enterprise Florida ( the Governor is the honorary chairman ); past Chairman of the Board of the Bay Economic Development Alliance; Board of Directors- Triumph Gulf Coast, Inc. ( Oversees spending of BP Florida Claim ). Allan married his wife Tonie Johnson Bense in 1975 and they have three children and six grandchildren.   Matthew joined the GAC family in 2015. He holds a Bachelor of Science in Construction Management and a Minor in Business Administration from East Carolina University. Matthew has a wide variety of experiences within the construction industry, which include Residential, small and large scale Commercial, Restaurant Remodels, and Service Maintenance. Matthew has worked up and down the East coast, as well as, Alabama, Louisiana, and California, on projects ranging from $5K to $36M. Matthew is a Florida Certified General Contractor and is currently working toward his sustainability certifications. Joe joined the GAC Team in 2017. He received his Bachelor Degree in Accounting from Florida State University in 2014. He has more than 10 years of experience owning and operating his landscaping business in Bay County. Joe looks forward to expanding his skills with GAC. Ricky is instrumental in the build out and all metal fabrication installation. He has responsibility for the cost, schedule, safety, and quality performance of projects. Works with and maintains good relations with the Owner, its representatives, architects, consulting engineers, and subcontractors. Develops monitors and maintains a comprehensive construction schedule with Project Superintendent. Negotiates changes to contract cost and schedule along with preparing Schedule of Values and Payment Request to the Owner. Provide leadership to other departments to avoid and/or resolve project problems, represents GAC at Owner/Contractor meetings, and approves material and subcontractor invoices.
