Mission The Florida Certification Board (FCB) mission is to protect the health, safety, and welfare of the citizens of Florida. The FCB continues to progress our mission by regulating certified professionals through experience, education and compliance which includes the following: The Florida Certification Board is led by a team of nationally recognized experts with vast expertise in certification program development, implementation, and administration. Certification specialists, test development professionals, and workforce experts are available to assist representatives of various professions to develop a new certification or credentialing program. brings more than 20 years of industry experience in professional credentialing, and has served as the executive director of the Florida Certification Board for the past 16 years. Mr. McGarry is an accomplished leader with a proven track record of effective management for this non-profit organization, including planning, policy development, and implementation. He has grown the organization from certifying addiction counselors only to the more than 30 types of credentials offered today. Mr. McGarry sits on numerous boards of directors for addiction service organizations, and serves on the Board of Directors of the International Certification and Reciprocity Consortium (IC&RC). Mr. McGarry is also President and CEO of Comprehensive Examination Services, Inc., an exam development and exam-grading corporation. This corporation is a wholly owned subsidiary of the Florida Certification Board, Inc. Amy Farrington holds a master’s degree in Instructional Systems Design and brings more than 18 years of statewide and national experience developing and administering professional adult education, training, and certification programs. She has been responsible for the development and administration of all facets of FCB’s professional certification programs. Prior to joining the FCB, she served as the Director of Education and Training at the Florida Department of Children and Families. Mrs. Farrington is also the Director of Comprehensive Examination Services, Inc., an exam development and exam-grading corporation. This corporation is a wholly owned subsidiary of the Florida Certification Board, Inc. Pamela Waters brings valuable experience having 30 years as a senior level administrator in multiple sectors, including: workforce development and professional certification, government, professional trade association management, and non-profit organizations. From 2002-2012, she was the director of the Southern Coast Addiction Technology Transfer Center, a federally funded center that specialized in improving addiction treatment practices through professional development of the workforce. Prior to this, she served for a decade as the assistant director of the Florida Alcohol and Drug Abuse Association, attending to the interests of addiction service providers through public policy development, state system issues, and legislative advocacy. She has a Master’s degree in Community Counseling and holds credentials as a Certified Master’s Level Addiction Professional (MCAP) and a Certified Prevention Professional (CPP). Irvin Williams is the Director of Specialty Programs at Lakeview Center Inc., proving administrative and clinical oversight to services such as outreach, prevention, education, intervention, linkage and treatment services to youth, adults and families experiencing substance abuse, mental or emotional impairment, narcotic addiction and/or high risk behaviors. Dr. Williams earned his Doctorate in Clinical/Community Psychology from the University of Cincinnati, is a Certified Addiction Professional and an Internationally Certified Alcohol and Drug Counselor. In addition to serving on the FCB Board of Directors, he is a board member of the Communities in Schools of Northwest Florida, 100 Black Men of Pensacola, and the National Council on Alcohol and Drug Dependence of Northwest Florida. Additionally, Dr. Williams is a member of the Escambia County Safe and Drug Free Schools Advisory Committee and the Florida State Epidemiology Work Group. He is also a Leadership Pensacola graduate and a Governor-appointed member to the Florida Commission on Mental Health and Substance Abuse. Dr. Williams was seated on the Board of Directors in December 2001. Ray Berry is the Founder and Chief Executive Officer of Health Business Solutions, a denial management and transitional outsourcing company empowering organizations to build financial strength through performance-based revenue cycle management and “transitional outsourcing” ensuring effective and sustainable solutions for health care providers. Prior to Health Business Solutions, Mr. Berry was well known during his tenure as the Florida regional administrator of behavioral health care for the Florida Department Health and Rehabilitative Services. Additionally, he is a Certified Criminal Justice Addiction Professional and actively serves on various boards and committees in the behavioral health care arena, such as the Starting Place and Florida Healthy Kids Corporation. Mr. Berry was seated on the Board of Directors in December 1997. Orlando Business Journal’s Mr. Martin is Executive Vice President at Seitlin, A Marsh & McLennan Agency in Fort Lauderdale. His expertise lies in Corporate Finance, Real Estate Finance and Property Management. He was also a former premium audit manager for a large workers’ compensation insurance carrier. As a result of his wide-ranging proficiency, he works as a strategic advisor, developing and designing programs specific to the clients’ particular industry, driving profitability, and protecting the assets of the business. The Florida Certification Board operates two discipline-specific advisory councils: the Behavioral Health Advisory Council (BHAC) and the Child Welfare Advisory Council (CWAC). The purpose of the councils is to provide direction to the FCB Board of Directors on policy related issues, ethical violations and other issues impacting the certified population.
