The Florida Certification Board (FCB) is a non-profit organization dedicated to protecting the health, safety, and welfare of Floridians through the regulation of certified professionals. Established on November 26, 1985, and incorporated in Tallahassee, Leon County, FCB operates under status N12276 as a Domestic Non-Profit Corporation (DOMNP). With a mission grounded in ensuring compliance via experience, education, and regulatory measures, FCB has expanded from initially certifying addiction counselors to offering over 30 types of credentials today. Led by an experienced team led by CEO Neal A. McGarry, with more than 20 years in the credentialing industry, FCB benefits from his comprehensive leadership since 2008, including serving on the Board of Directors for the International Certification and Reciprocity Consortium (IC&RC). Under his guidance, FCB oversees various professional programs, supported by its subsidiary, Comprehensive Examination Services, Inc. Amy Farrington, with a master's degree in Instructional Systems Design and over 18 years of experience, helms the development and administration of FCB’s certification offerings. She also directs Comprehensive Examination Services, bringing rigorous standards to exam development. Pamela Waters contributes over three decades of senior-level experience from workforce development and management backgrounds, enhancing regulatory frameworks within FCB. Her prior roles include directing initiatives aimed at improving addiction treatment practices. Dr. Irvin Williams provides clinical oversight through his role with Lakeview Center Inc., alongside serving on multiple FCB advisory councils. His contributions extend beyond the FCB into national organizations focused on mental health and substance abuse prevention. Ray Berry, a founding member of Health Business Solutions, leverages his experience in behavioral healthcare administration to support FCB’s mission, also holding influential positions with numerous boards concerned with addiction services. Mr. Martin, associated as an Executive Vice President at Seitlin, A Marsh & McLennan Agency, offers strategic guidance through expertise in financial and property management sectors, which informs FCB's operational strategies. FCB's policy direction is further enriched by two key advisory councils: the Behavioral Health Advisory Council (BHAC) and Child Welfare Advisory Council (CWAC), both designed to address issues impacting certified professionals.
