In 1996, Enterprise Florida was funded and became a viable public- private partnership. Florida then became the first state in the country to place principal responsibility for economic development, international trade, research, and business image marketing in the hands of a business-government partnership. The move was the result of several years of effort by business and government leaders. Driving the effort was the belief that, with hands-on participation by Florida businesses, Florida could move from its traditional economic drivers of tourism and agriculture to a sophisticated mix of industries and international business. This model has been adopted by many U.S. states.
In 2011, under the leadership of Governor Rick Scott and through the Florida Legislature, the state optimized Florida’s economic development structure by creating the Department of Economic Opportunity (DEO) and giving EFI’s President & CEO, the additional title of Secretary of Commerce. These changes allow EFI to focus solely on its mission of recruiting businesses to move and expand their operations in Florida as well as increase international trade. This public- private partnership enables EFI to respond quickly to the needs of businesses while ensuring Florida get the best return on investment for our tax dollars.
EFI is the public-private partnership dedicated to job creation for Florida and its more than 19 million residents. The goal of EFI is to promote Florida as a premier business destination to a targeted audience of corporate decision makers and site selectors, and encourage them to select the state for their next location, relocation or expansion project.

Corporate entities are usually required to register with the Division of Corporations, while many professions are required to register with the Department of Business and Professional Regulation. Enterprise Florida maintains a network of 13 International Offices in 12 countries whose markets offer important trade and/or investment opportunities for Florida. Eleven full-service offices provide assistance to Florida companies that want to sell their products and services in these markets: Brazil, Canada (Toronto and Montreal), France, Germany, Israel, Japan, Mexico, South Africa, Spain, and the U.K. They also play a critical role in representing Florida overseas and attracting foreign investment to the state. Pro bono offices in the Czech Republic and Taiwan provide limited services to Florida exporters interested in those markets.
