Olivia Barrow is a policy analyst at Enterprise Community Partners, where she focuses on policy and advocacy related to the Low-Income Housing Tax Credit (Housing Credit) and the New Markets Tax Credit. Olivia also assists in management of the A Call To Invest In Our Neighborhood (ACTION) Campaign, a national coalition of over 2,000 organizations supporting the Housing Credit, which Enterprise co-chairs. Her interest in housing policy began at Avalon Housing in Ann Arbor, Michigan, where she focused on community organizing and tenant services for the supportive housing agency. Laurel is senior vice president for Solutions and chief program officer at Enterprise Community Partners, Inc., one of the nation’s leading social enterprises. Laurel leads the organization’s national programmatic and policy work, including the teams working in Enterprise’s local markets across the United States, and Enterprise’s groundbreaking initiatives focused on connecting people and communities to opportunity. She also leads the policy team, which focuses on policy change at the national, state and local levels; Enterprise Advisors, the organization’s consulting and technical assistance platform; and the organization’s knowledge, impact and strategy functions.
