A Comprehensive Emergency Management Program (CEMP) is a broad practice area that addresses all hazards (including terrorism) and includes all phases of emergency management and homeland security (mitigation, preparedness, protection, prevention, response and recovery). A CEMP is required for day-to-day disruptions and maintaining continuity of operations as well as for managing response to and recovery from large-scale emergencies. A sound program is needed to enable a community or a business to deal with any emergency. All Hands provides CEMP support based on a comprehensive collection of experts and services that address all program elements. Our approach to program development is based on current industry standards and best practices. Program details are recorded and framed into a jurisdiction’s comprehensive emergency management plan (CEMP).
The All Hands concept began in 1978 when Rick LaValla, a State of Washington emergency management official, began operating the Emergency Response Institute (and later ERI International). Founded in 1978, ERI is an international firm specializing in fields of Emergency Management, Disaster Preparedness, Disaster Response and Recovery, Search and Rescue, Survival Education, and Emergency Preparedness. ERI now provides services as part of the All Hands Consulting network. ERI has published extensively in the disaster planning, emergency management, search and rescue and survival education fields. ERI played a major role in the development and dissemination of new and innovative planning and training programs through out the USA and European communities on all phases of community and industrial emergency management, disaster response planning, and search and rescue. All Hands members such as ERI and associates have assisted numerous state and local governments with designing and implementing emergency management programs, disaster plans, and exercises.
Steve Davis, who worked for 28 years in Maryland local government, formed DavisLogic in 1995. Steve started DavisLogic as a small consultancy specializing in business continuity, emergency management, and command center operations. Mr. Davis has been a leader in efforts to bring traditional emergency management concepts to continuity of operations planning and in using new technology in emergency management. He has published more than 20 articles and has provided over 200 presentations on related topics.

Steve Davis is the President of DavisLogic, Inc. and Chief Operating Officer of All Hands Consulting. Steve’s public safety background provides him with a unique perspective and knowledge base to bring to emergency management consulting projects. Steve is an emergency management consultant with over forty years of experience in a variety of fields related to public safety, homeland security, continuity of operations, and emergency management.
Steve became a volunteer firefighter in 1970 and a career firefighter in 1975. Steve served in uniform for a total of 16 years as a Firefighter, Paramedic, and Command Officer until moving into public administration. He served as Executive Director of Montgomery County’s Fire and Rescue Commission, was Administrator of the Montgomery County Health Department, and completed his public sector career as a Manager in the Office of Management and Budget. Steve founded DavisLogic in 1995 and began advising government and private sector officials across the country and around the world on business continuity with a focus on managing Y2K risks. He was a founding member of the International Year 2000 Taskforce, the Computer Professionals for Social Responsibility Year 2000 Working Group, and was a volunteer expert with the International Cooperation Center. He also served as an expert witness on Y2K.
In February 2000, Steve co-founded and developed All Hands Consulting, a unique consortium of emergency management and business continuity consultants providing consulting services worldwide. Steve manages the business and has been serving as a principal emergency management consultant on homeland security, continuity of operations, and comprehensive emergency management projects. Steve serves as a subject matter expert to state, local and federal government agencies in homeland security, emergency management, emergency operations centers, and continuity of operations (COOP). He also support private sector organizations with emergency preparedness and business continuity. Steve has successfully managed over 175 emergency management consulting and COOP projects as well as several emergency operations center design projects.
Steve has given over 300 presentations at conferences, workshops, and seminars in North America, Africa, Europe, and Asia. Topics include comprehensive emergency management, business continuity, risk management, disaster preparedness, risk assessments, incident command, and emergency operations centers.
