BLUETREE NETWORK, INC., Madison

Mr. James is a technology executive with over 20 years experience focused on the Healthcare industry. His expertise includes strategic planning, selection and implementation of all technology necessary to support a healthcare enterprise. He has been particularly successful at delivering electronic health records (EHRs) to support and enable the efficient delivery of high-quality patient care. Mr. James currently serves as the Regional Chief Information Officer of a large health system in California. He was previously the CIO for Vidant Health (Formerly University Health Systems of Eastern Carolina, UHS), a ten hospital health system with revenues of over $1.5 billion. In these roles, he was responsible for supporting inpatient, ambulatory, home health, hospice and wellness entities. Before being appointed CIO, he served as Vice President of Information Systems and as Administrator for Applications Management at UHS. Mr. James has been responsible for implementing a fully integrated electronic health record for Vidant's facilities. He also led efforts to create a regional electronic record by extending Vidant's EHR to non-Vidant providers in eastern North Carolina. Today this EHR contains more than 1.4 million patient records across six of Vidant's hospitals and dozens of physician practices. To summarize his strategy, he often says "one patient, one chart" and "the information must always move faster than the patient does." Mr. James has led initiatives to comply with various Federal and CMS requirements including, but not limited to, HIPAA, Meaningful Use and the Patient Protection and Affordable Care ACT (PPACA). In 2009, Mr. James was appointed by Governor Perdue to serve as Chair of the North Carolina Health Information Technology Collaborative. He also serves as an IT Consultant for the National Medical Association on matters related to health information technology (HIT). Prior to Vidant, Mr. James worked at Comanche County Memorial Hospital (CCMH) and Southwestern Medical Center (SWMC), both in Lawton, Oklahoma. At CCMH, he was responsible for all data center, infrastructure and helpdesk functions. At SWMC, he directed the Information Services department and successfully managed the institution's first electronic medical record system implementation. Reggie is a biomedical engineer with a relentless desire to solve the core of a problem rather than simply relieving its symptoms. During his tenure at Epic, he developed a structure which shifted the company's focus from functionality to user workflows. The model he developed improved collaboration and specialization while also providing an alternate growth path for implementers. In his subsequent career at CUNA Mutual, Reggie codified current processes and created a system that allowed individual underwriter performance to be objectively known and linked to the achievement of broader product goals. Reggie believes in creating transparent, all-win systems which unblock human potential. His unwavering optimism is infused in every challenge he undertakes. “Bluetree’s Remote Solutions program has proved to be a great partner and provided a much needed missing link. Unlike traditional Epic consulting that focuses only on staff augmentation and individual contribution, they helped build and reinforce skills that impacted our team proficiency and throughput while providing a path to greater self-sufficiency.” “Bluetree has been instrumental in the development of our Community Connect offering. They have written the contracts, helped to finalize a cost model, worked directly with third-party vendors, and helped to develop overall program milestones.” Luckily, Cottage Health, a not-for-profit healthcare provider on the West Coast, started asking these questions early. What they didn’t anticipate was the amount of focus required by their entire organization—not just IT—while undergoing a massive EHR implementation. Kicking off an ambitious plan to roll out Connect during an Enterprise go-live, Cottage reached out to Bluetree’s Solutions team in early 2016. Cottage needed an Executive Strategy & System Support consultant that could help move their Connect program forward and not be a distraction. Listening to their wishes, Bluetree dispatched a specialist in a behind-the-scenes fashion to guide the overarching process, provide immediate deliverables, and assess long-term strategy. Bluetree provided tools to ensure our partner was ready when Connect-specific resources became available. We drafted letters of intent, marketing collateral, project plans, communication matrices, governance structure, change request and approval workflows, operational readiness assessments, and go-live planning & optimization tools. Demonstrating our ability to listen and flex based on our customer’s needs, Bluetree helped our partner go from an organization unaware of the full impacts of an ambitious Connect rollout to one that is sufficiently prepared for its full program go-live later in 2017. They have written the contracts, helped to finalize a cost model, worked directly with third-party vendors, and helped to develop overall program milestones.”
