Below are brief bios for Blackburn Consulting's key staff. Along with their individual experience and leadership, they are also good friends that have worked together for many years. As Blackburn Consulting's President, Tom Blackburn provides strong leadership not only for the company, but also for professional and local communities. He exemplifies a solid work ethic and integrity. Tom specializes in forensics and complex engineering projects. Licensed in California and Nevada, his 32 year track record and close relationships with clients and employees tell the story for Tom Blackburn.  Blackburn Consulting's co-founder, Grace Blackburn brings over 30 years of leadership and financial experience. Using her Industrial Engineering background, Grace has successfully managed the company’s day to day operations since its formation. She actively strives for excellence both personally and professionally. Wendy Supinger serves as our Chief Financial Officer. With over 19 years of engineering finance experience and a Master's degree in Business Administration, she fosters clear communication and efficiency throughout the company's financial processes. Wendy has been with Blackburn Consulting for over 10 years and is an owner of the company.   With 30 years in geologic and geotechnical studies, Patrick Fischer provides a high level of professionalism to his clients. His experience includes evaluation and recommendations for levees, dams, bridges and interchanges, treatment plants, pipelines, hospitals, schools, and prisons. Patrick specializes in geologic studies and analysis for soil and rock stability, landslide mitigation, site seismicity and determination of earthquake loads, and fault risk assessments. Jason Paul manages our Fresno office and South Valley operations. He has over 27 years of experience with a technical background primarily in the environmental engineering/geology field. Jason is also experienced with human health risk assessments, geologic hazard assessments/mitigation, asbestos/lead assessment/mitigation, biological monitoring, sensitive species studies, and environmental planning and permitting projects. Jason has provided leadership to technical teams and local, regional, and state organizations for most of his career.
