ASR's three founding principals began the company in 2004. Since this time, they have led the company to be named one of the fastest growing companies in the Washington D.C. area by – Founding Principal – Dr. Peter Arena has nearly twenty years of experience working in the fields of business intelligence, data warehousing, and data mining—with particular expertise in the application of quantitative techniques to practical problems of government, business, and higher education. His work experience and academic research spans the subject areas of survey research, statistical sampling, dimensional data modeling, and applied econometrics. He has held leadership positions with major global consultancies, and is a published expert in the fields of business intelligence and analytic application development. Dr. Arena has extensive experience as an analytic project manager and subject matter expert for fraud detection and compliance initiatives to prevent fraud and reduce the tax gap at several tax agencies. For the past ten years, Dr. Arena has managed a broad range of analytic consulting engagements focused on fraud detection and prevention, improper payments, audit selection, and collections optimization. These projects involve large-scale data collection, database design and integration, simulation model development, and relational database management—as well as extensive programming and application development with state of the art analytics software platforms. Dr. Arena taught graduate level statistics and econometrics courses at George Mason University, where he also received his Ph.D. in Public Policy. Dr. Arena also holds degrees from the University of Rochester (MS in Public Policy) and St. John Fisher College (BA in Economics). – Founding Principal – Mr. Stavrianos has more than 20 years of professional experience in the fields of advanced analytics, business rules and requirements, business process improvement, and project management. He has particular expertise in the use of analytic methods and models to provide decision support for government clients. Over the past 15 years, he has supported a broad range of analytic consulting engagements for the Internal Revenue Service (IRS), including 8 years leading process improvement efforts for Business Systems Modernization programs, and 10+ years serving as a subject matter expert on analytical projects for the IRS Office of Research, Analysis, and Statistics (RAS). His recent work has focused on the use of business rules and analytic models to identify tax fraud, and on the creation of enterprise-level communities within the IRS (including the Business Rules Center of Excellence and the Business Analysis Community of Practice). Mr. Stavrianos has been credentialed as a Project Management Professional (PMP) by the Project Management Institute. He holds a Masters of Public Policy degree from Georgetown University and a B.A. in Statistics and Spanish from Washington University in St. Louis. – Founding Principal (Retired) – Stephen Rhody focused on the application of quantitative techniques to practical problems of business and government. He has deep experience in data modeling, predictive analytics, audit sampling, and statistical research. As lead quantitative researcher for the Evaluation Study of the Broadband Technology Opportunities Program (BTOP) he was responsible for setting the quantitative research agenda for the project, directing the work of the team members, and interacting with academic researchers, industry leaders and stakeholders. The resulting study provided a thorough assessment of the economic and social benefits of BTOP projects, including short- and long-term economic analyses, forty-two case study reports, two interim reports and a final report. Dr. Rhody served as a subject matter expert assisting with the evaluation of econometric and statistical sampling methodologies used by major consulting and auditing firms. He also assisted software development teams in the rapid implementation of predictive analytic models for process improvement. Dr. Rhody holds a Ph.D. in Economics from Syracuse University and a B.A. in Quantitative Economics from Stanford University. – Mr. Van Weeren has over 25 years of experience in the information technology field spanning various disciplines including: quality assurance, software development, large systems installation and deployment, services, and support. He has held leadership positions, and is an expert in the fields of business intelligence (BI) and analytic application development. In the five years prior to joining ASR, Mr. Van Weeren was responsible for the BI solution development for an industry leading Higher Education ERP system provider, involving requirements definition, product roadmap, solution design and systems integration.
